Since the implementation of NextGen in 2015 (The FAA's new airspace system), the altitude at MENLO waypoint has decreased. In 2000 Representative Eshoo worked with the FAA to increase the altitude over the MENLO waypoint to 5000' under visual approach. Next Gen does not have this 5000' visual approach, and planes have been flying closer to 4000'. The loss in altitude has  increased noise to residents throughout the peninsula as a 1000' drop in altitude can almost double the noise of planes.

We do not recommend increasing the altitude for BDEGA West as doing so would shift flights south onto new communities.
